PT Vale Indonesia Tbk – INCO, the Indonesian nickel giant, is accelerating development of its $2 billion HPAL nickel plant based out of Sambalagi, Morowali, Central Sulawesi. This is indeed a move that signals a significant effort to solidify its standing in the global electric vehicle supply chain.
The $2 billion HPAL nickel plant achieved an important milestone with the setup of key autoclave equipment on three primary production lines – Line A, B, and C- helping to keep the site on schedule to meet its first mechanical completion objective in late 2026.
The aggressive capex deployment of Vale Indonesia sets the standard for high-value mineral processing in Southeast Asia, as global carmakers compete to secure battery-grade nickel. Backed by MIND ID, the state mining holding company, and Danantara Indonesia, the sovereign wealth agency, the megaproject strengthens the shift of Indonesia from being a raw material exporter to an integrated hub for low-carbon EV battery chemicals.
The facility is a key component of the Indonesia Growth Project – IGP Morowali, which is a national strategic asset producing refined nickel chemicals that are needed for advanced battery chemistries.
On July 27, 2026, Ferdy Hasiman, mining and energy analyst, said that investment in High Pressure Acid Leaching plant technology is no longer an elective growth indicator but a mandate for the industry. The capital spending of top-tier miners is now largely directed toward HPAL infrastructure as the foundation of the global EV transition, Hasiman said in an interview. Vale, supported by MIND ID, continues to be one of the fiercest competitors, whereas private domestic peers have slowed expansion because of changing regulatory conditions over the past couple of years, he said.
