$937.5 Million Hydrogen-Ready Power Plant in Singapore

On 28 September, 2026, PLM Power Pte Ltd, which is a wholly owned subsidiary of PacificLight Power Pte Ltd, officially began construction of a $937.5 million hydrogen-ready power plant in Singapore on Jurong Island with Minister for Trade and Industry – Energy and Industry, Tan See Leng, presiding at the ceremony.

The 670-megawatt facility is expected to be the largest and most efficient single generating unit of Singapore when it comes into operation in 2029, PacificLight Power Pte Ltd said.

From day one, the plant will be able to co-fire with a maximum of 30% hydrogen by volume, with a view to moving to 100% hydrogen in the future.

It will also be the city-state’s first to integrate a gas turbine with large-scale battery storage, facilitating dynamic energy management and improving grid resilience by helping match electricity supply with demand.

As per the CEO of the Energy Market Authority of Singapore – EMA, Puah Kok Keong, “Continued industry investment in generation capacity is important to ensure Singapore’s power system can meet our growing electricity needs.”

This follows EMA granting PacificLight the right to construct, own, and manage the plant under its Centralized Process for new generation capacity in January 2025.

The $937.5 million hydrogen-ready power plant in Singapore is being constructed by a consortium of engineering, procurement, and construction – EPC companies – Mitsubishi Power, the power solutions brand of Mitsubishi Heavy Industries, Ltd. as well as Jurong Engineering Limited.

PacificLight said it will use Mitsubishi Power’s M701JAC gas turbine, which it describes as the world’s most efficient large-frame gas turbine model.

The turbine boasts a combined cycle efficiency of more than 64%, with J Series gas turbines racking up over 3.7 million hours of operation.

On behalf of the consortium, Daichi Nakajima, Executive Vice President for Global Sales & Marketing of Mitsubishi Power, said that “Our hydrogen-ready turbine coupled with an integrated battery system will give Singapore electricity that is both highly efficient and extremely responsive.”

The plant will complement PLP’s current 830 MW combined-cycle gas turbine plant, which has been operational since 2014, along with its 100 MW Fast Start Ancillary Services plant, which was commissioned in 2025. They are both situated on Jurong Island.
